Hi Dave, I've no relation to the Gosling ancestor you describe here, but I thought I might be able to help.
The address you've provided sounds like it is from the City of Strathcona (not to be confused with the present-day County of Strathcona). The City of Strathcona was incorporated into the City of Edmonton in 1912. I checked in the City of Edmonton Henderson Directories, and there is indeed a Sydney C Gosling, city claim agent, residing at the listed address from 1921.
