I just checked the 1911 Census for Alberta

Perhaps:
Thomas HARVEY age 28 born 1883 Scotland - single. Boarder.
Arrived Canada 1904.
there are 12 people listed at the same place -
Which indicates that Thomas HARVEY - may have married in Alberta. between 1911 -and 1916 when they already had a daughter.
Search of 1916 Census -[I don't have access] should show the age of the daughter at the time.[shortening the time frame for the marriage]
You might try to obtain a Genealogical Registration of Marriage - from Govt of Alberta Vital Statistics Registry Offices in Edmonton. The cost will be $40 Cndn.
There is an application form online.
At one time - they would search a couple of years - either side of a given year. So - if you search mid way between 1911 -1916 -
