your suggestion re Jane's sisters was the key-- I do not know why I hadn't thought about checking them--
Jane's sister Elizabeth was born in Ontario-- I noted that in the 1906 census.
Did a search on ancestry and VOILA!! ---- there she was with the correct birth year and her parents names! John Fraser and Jane Mcdonald.. so--one more question answered and the bonus of a birth record!
Jane and Elizabeth's father was a stonemason and he came to Canada for work. I just found his passenger record May 14, 1875-- there were many stonemasons on that manifest so I am
thinking perhaps they all came to work on the Parliament Building.That would be the reason Elizabeth was born in Canada.
I will have to ask my cousin "John Piper" if he wants to spend money for the marriage cert. of Jane Fraser and John Storm Piper,These are his grandparents.

With knowing her parents now all we can do is guess what year they married.
I did check the Scottish census as well and found the family 1881 and 1891 as well as the 3 sisters in 1901.- so I am feeling these are the correct parents.The information all seems to tie together.
I have John S Piper's death certificate-- The informant was his son Percy Piper-- in this register he gives a different --name for John's wife-- so-- must ask the family if John was married twice.
the reason there were so many people at the same place in the 1911 census is that census was taken at the NWRCMP Barracks etc.John was a member of the NWRCMP. Most of those people listed were prisoners.
Found so much today all because of your suggestions--
