Joseph Oakley's brother, Thomas, is an ancestor of my aunt. (I'm not actually related to the Oakleys, but had collected information on the family while researching Thomas. The trick was finding my paperwork again... I'm just going to include whatever I have for Joseph here, in case somebody related to the family wants to build on it.)
Joseph Oakley was born about 1864 in Sedgley, Staffordshire to Joseph Oakley and Sabia Randle. (Some census records say "Coseley, Staffordshire", but Sedgley is a later name for an area that includes Coseley.)

On the 1891 census, the Oakley family lived in the parish of St. George in Tyldesley cum ("with") Shakerley, Leigh, Lancashire. This was an area of coal mines and cotton mills.
According to the 1911 census, Joseph Oakley immigrated to Canada in 1903. His brother, Thomas, came to Canada in 1904, and I believe that their brother Joshua also came to Canada. This is Joseph and his family on the 1911 census, living in Fernie, B.C. (note that his brother-in-law Alexander Almond lives next door):
