I think there were several consuls - even at the same time perhaps. The reference numbers refer to the Public Record Office listing, and the description is what the PRO says they contain. Blunt appears a couple of times in some WERRY documents I've noted (1834 and 1842), as do several other people! I'm sure closer examination of other documents would show his name more frequently still.
