One thing that might help, if you can find these people on a ship's passenger list, sometimes it listed (not on the first page, look for the second part!) their place of birth as well as what country they were a citizen of. In my case, I had a grandfather that came from Turkey, it listed him as a Turkish citizen but he was born in Chios, which had been Greece, then became Turkey and is now Greece again. Make sense?
