My impression so far is that it would require someone visiting the archive and copying and sending us the records. I have not yet taken that step, although I have contacted someone in Ukraine who could do this for me for a fee. I am a little reluctant since it seems like an open ended kind of project and hard to set a limit of spending on in advance. I got this info from a member of Jewish gen whose relatives come from the same town as mine - Ratno and she is coordinating the translation of the Yizkor book for Ratno from Hebrew to English. When I posted my interest in finding records from Ratno she responded with the info that these exist. I think a second person responded with the same info later. Good luck.
