Following records may be too early for your Jewish Ancestors, since surnames were not mandated for Jews and Peasants until middle to late 19th century, and your surname is based on location, Chernigov, east of what was once the Kyevskaya gubernia> Czarist Russia. BUT it is always worth having the archivist check.

Kirovohrad regional records for Jewish Communities can be found in Kirovohrad RAHS (ZAGS OFC). At the district level, the Birth and Marriage materials are "fairly" complete, but Divorce and Death Records are sketchy w/date availability.
There is no public listing of email address for RAHS. Best to have a PRIVACY RELEASE DOCUMENT prepared. Sending you two forms. Fill out only the Ukrainian version and make sure to have it notarized. If you have a death document for Immigrant Ancestor, provide a copy of that as well.
RAHS perform no research. They will only provide a copy of specific document.
