It just odd that there is no place of birth only Russian Poland on this document. A puzzle piece for me is his name on the arrival manifest one way and on the intent completely different. Maybe his name change is mentioned on the back of his naturalization certificate which never contains a place of birth only a name of a country.
His SS-5Form should confirm his parents names for you that you have from the church.
