The last name Milo comes from the village of Dhërmi, Vlorë, Albania. I am a native of Vlorë. One of my grandmothers was born in the village next to Dhërmi, Vuno. The reason I know of the last name Milo is because of a very famous Albanian historian/politician Paskal Milo. He is from Dhërmi. The mother tongue of Himariotes is Albanian. Under the Ottoman Empire, they were an autonomous region and secluded from it. And being that Greek Islands can be seen from these villages and their common religion, they traded with Greeks almost exclusively and thus learned Greek. There is some Himariotes who claim to be Greek, but your cousin Paskal is one of the first people to repudiate their claims. My grandma never spoke Greek.
I tried finding his contact info online but it's tough. He used to be a representative in the Albanian Parliament for many years. He is not anymore. He is still the chairman of Partia Demokracia Sociale (The party of social democracy). He doesn't appear to have a facebook account. And personally i feel like your best bet would be to call the Albanian Parliament
