The current border between Lithuania and Russian Kaliningrad has been in effect for hundreds of years with just the names of the land on either side of the border changing.

If your records say RUSSIA, then you should check the Lithuanian Lutheran churches. The area of Kaliningrad would have either been called Prussia or Germany during his time.
