My aunt's brother, was named Ojemio Rivera, (called Eugene) was born in "Puerto Cabeza, Nic." on 11 April 1928, according to the immigration record on ancestry.com. His parents were Mercedes or Mignonette Campbell and Jaime Santiago Rivera, whose d.o.b. were 7 Sep. 1902 and 25 July 1898 respectively, in PR. He was only 9 months old when they brought him and his siblings to the U.S. through New Orleans, LA on 12 Jan. 1929. But they were later placed in foster care and into an orphanage school in NY until they graduated, so their parents are a mystery to them.
Eugene had his birth certificate but lost it not too long ago and would like to get another one. How can he get a certified copy of his birth certificate from Puerto Cabeza, Nicaragua? Your reply will be greatly appreciated.
