Otek is probably a regional variation on Otec, father.

The important thing is, you have a village name. Vilkovic. Unfortunately, it is not in a current map! Either it was incorporated into a larger town, but usually those names stay on the map. Alternatively, Vilkovic could be an older variant of the contemporary name. I tried entering it in Actapublica, but did not get anything close.
I almost forgot -- the reason I replied is that my husband's great grandmother's sister was married to a Konecny in Dolni Loucky in Moravia. (I am leaving the diacritical marks off as they don't seem to be coming through correctly. Accent on the i in Dolni, hacek over the c in Loucky.) His name was Josef. I do see the name Konecny every so often in Actapublica.
