Could it be this "Bela", up by the Polish border, north of the Poprad River?
If this "Olublo" on this 1910 map- http://lazarus.elte.hu/hun/maps/1910/szepes.jpg
is the the same as this "Lublyo" on this 1789 map- http://www.alte-landkarten.de/images/21060-01.jpg
(Bela is in the upper left corner of this map)
it would be part of the Austrian-Hungarian Empire in 1874 on this map-
