Statutory Registration of births/marriage & deaths began in Scotland in 1855. You can research the index for free on www.scotlandspeople.gov.uk though you have to pay to view the actual certificates.
Prior to 1855 we are mainly reliant on church records. The Mormon Church have made a good job of indexing the birth & marriage records of the Church of Scotland (some other records are also included) and you can search the index for free on www.familysearch.org
William Albert Essey doesn't show on either index. The surname is not a recognised Scottish name, and the middle name Albert is and was much more common in England than in Scotland
