The Procurator Fiscal comes under the Crown Office. You might find out from the Crown Office if they have an archive from 1903 where you'd find out more. Also, if his death was of interest to the public, it may have been reported in the local newspaper which you might find on-line or at the local library. My own grandmother died in an accident in 1955 and I found a newspaper entry detailing it.
