I am trying to trace the birth certificates of Fred Brown and Agnes Florence Brown. Fred is mentioned on the 1891 census as being eight years old and having been born in Uppingham. I don't know where Agnes Florence Brown was born but she gave her birth year as 1883 when she was in the workhouse. As I can find no trace of either birth certificate is it possible that they were never registered? If so does anyone have any ideas on how I might take my research further? I know their father was William George Brown but have no information on their mother. Any help or advice would be greatly appreciated.
