Her birth certificate shows her mother as Margaret Alice Chandler formerly Latimer so I would presume Margaret and 'Patrick' were married. Sarahs' marriage was witnessed by Richard Spencers sister and his Uncle (his father was shown as deceased too).
I'm guessing you're right that his name was probably Patrick James or James Patrick, my Grandfather used his middle name throughout his life as he had two cousins and an uncle all with the same name. The fact that they are all 'missing' from the censuses would suggest that they were all together somewhere and its a strong possibility that was ireland. I have found a Margaret Alice Latimer on the 1881 census living fairly close to where Sarah was born and of around the right age, ' IF' it is her then her family came from Dublin. I suppose she could have gone to Ireland to get married as well !
