you could try latter day saints its free to look up your family information if you know the area he came from put his name and date of birth and take in mind that place names well have changed example talke in Staffordshire could now be in Cheshire and also look for spellings that look the same but are spelt differently example Hancock, Hancox, Hankcak Ancock and Ancox
they are all the same surname people spelt names from what they thought they should be spelt people were not very well educated back in time if you look at an old maps of staffordshire you can see how borders have changed through the years and how places have shifed from one county to another hope this helps.

I don't know if these would all be his siblings or not - the two born 1917 were registered in

There is a possible death of his father David Dec. 1964 Birkenhead, age 74 so born about 1890
and mother? Gladys May Skinner June 1980 - age 86 so born about 1894

in the 1916 marriage she is shown as Gladys M. Smith so seems to fit

Each country determines it's privacy laws. The U.K. has a 100 year privacy law which does not allow (legally) the release of a census later than 1911. Canada's latest release is 1921, which means our privacy law is less than 100 years. I think it is 75 years or so. Hope this answers your question.

Finding the entry in the Probate Index (from Ancestry or the Genealogist?) was good but I think you have mis-interpreted what it says.

1964 - "SKINNER David of 30 Marion Street Birkenhead died 15 October 1964 at St Catherine Hospital Annexe Birkenhead Administration Liverpool 6 November to Gladys May SKINNER widow. £469."

If there was a Will then the executor named in the Will would have been granted "Probate". The fact that Gladys was granted "Administration" means that there was no Will.

When a person is granted "Probate" then they don't inherit all the property of the deceased. They get the authority to sort out the affairs of the deceased and to share out the deceased's property in accordance with the terms of the Will.

When there is a Will then a copy can be obtained here.

When a person is granted "Administration" then they are still not free to do whatever they want with the property. In the absence of a Will there are rules about how the property is shared between wives, children, the Government etc.
