Thanks for your time and effort. I have also had a reply posted on the Shropshire board (yes I know that Stourbridge was in Worcestershire but boundry lines do get a bit funny round that part of the world!). The other posting gives results from the 1881 census and seem to present a more likely candidate in Henry R Webb (born 1840(ish)) but in 1881 he had a 7 year old Son called Jesse John. This fits in with the Jesse John born in 1873.
My suspicion is that you may have stumbled upon a brother or some other relative. I will keep my eye on John as although it is a common name it does repeat in the family.
