It was a common practise in the Channel Islands to give a child the mother's maiden name as a second name so depending on the recording could end up Rouse Cosby but the transcriber may have listed them both as surnames.

Another practice more common in England was if a family only had daughters for inheritance purposes the family took the wife's surname.

If possible try and view the actual documents. Jersey ones should be available so click on the view document and see what it shows.
