koseki for my Miyakaku ancestry: Shobara, Hiroshima, Japan

I am hoping someone cam help me with suggestions. My great grandparents migrated to Kauai, Hawaii around 1906. My great grandfather Umechiyo Miyakaku was from Shobara and at that time I think it was a village. My great grandmother Tamano (Mikami) was from Nagata village in Hiroshima prefecture. I know that my great grandfather had a brother who settled in Hawaii as well and his name was Kitaro. I know that Umechiyo had brothers were were teachers in Japan. I also know that when WWII occured he was very worried about being take to a relocation camp so he threw away all correspondence with his family and friends in Japan. Due to that fact we have no further information about his family that remained in Japan.
I have tried to find information on his family and his family crest. I did notice a photographer who is from the same area and I am thinking he is related to my great grandfather's family but I have no way of contacting him. I would like to know how to obtain a copy of the koseki for my great grandfather's family. If anyone has any suggestions or advice I greatly would appreciate it.
