I am looking for information on architect Eugeniusz SKIBINSKI born in Shemaxa (possibly) in 1858, of Polish origin. He built many important buildings in Baku, and taught at the Technical School in Baku in (I believe) the 1920's. He had studied at the Imperial Academy of Arts in St Petersburg. In particular I would like to know where/when he was born, where/when he married (probably Baku) and where/when he died (probably Baku). How would I go about looking up a birth/marriage/death record and obtaining any certificate? This is a completely new part of the world for research for me so any help however small would be appreciated. Thank you. Jenny
