It has just enough anomalies to make me think that it's an artistic design that is supposed to look like a coat of arms, but which is not a coat of arms. For example, normally one would expect a shield divided into four quarters to have the separation lines centered on the shield; they are offset to sinister (right as you view it) and to chief in this rendition. I believe it's a pretty design, but not a real coat of arms. David
