From what I could find out it was four men who helped found Burley. They were Josiah E. Miller, William T. Jack, W. L. Burton and S. H. Hayes. It was originally named Commerce but later changed to Burley in honor of a passenger agent for the Oregon Short Line Railroad named David E. Burley. I couldn't find anything on Bernard Farr.
