There were none such cities. The Seine is a river in France, Prussia was a state of Germany. And what makes you think, that the river or the city was moved in 1871, so that the geographic relation would not hold true any longer in 1871 and afterwards ? What you are asking for is like 'Which Canadian Cities were near the Colorado river ?' Check the name of the river, I suspect you glitched there.
