If he enlisted in the Army right out of high school and never work at a job requiring him to apply for a SSN before then, he may not have had a SSN. The Military issued a military service number for their records only. It was not until later in the 1970s that the military dropped service numbers and adopted the use of SSN's. Since he died in an auto accident while in active service in the Army then either he didn't have a SSN or as was stated before....back then only those receiving SSA benefits that were stopped due to a death were listed in the SSDI.
