Subject: location of probate = place of death or location of administrator?

I have a 1943 record of administration being granted in Llandudno with respect to the death of a person "of Holmfirth" (in Yorkshire). The BMD index reference is to a Yorkshire registry.

Does this mean that the deceased habitually lived in Yorkshire but died in Wales? Or that he died in Yorkshire but his administrator lived in Wales? It can't mean that the assets were mostly in Wales as the total of the effects was quite small.

Many thanks.
