My understanding is that it's the National Institute of Genealogical Studies who work in affiliation with the continuing education department of the University of Toronto to offer a certificate in genealogical studies. It's not a four year degree however.
The University of Strathclyde in Glasgow also offers a totally online degree option in genealogical studies. We were the first in the world to offer a postgraduate degree in genealogical studies online and it's been running for 9 years. There are 3 levels which lead to a masters degree in genealogical studies. You can do these levels either in 1 year or over 3-5 years part time. We have students every year from outside the UK on our courses and though they do have a British focus, we teach general skills which are useful to those researching anywhere in the world.
