From The NA Home page at http://www.nationalarchives.gov.uk/
In Support for your Research box click on Find Guidance
Scroll down the next page to “How to view our Records” and click on blue text “Pay for research”
Next page click onf black text “Independent researchers”
From drop down menu “Choose a Research area” select:
“Register General of Shipping Registrar General of Shipping and Seaman and Mercantile Marine Records” click Find Researchers tab and you should see a list.
I have no information about any of those listed.
You need to be fairly specific about what you want and give them as much detail as possible about the person and be sure to distinguish between facts and family lore.
In the first instance obtain their basic rates (plus copy prices) and then estimates for the work; beware any that state “plus expenses”, unless they need to visit more that one archive.
Before that you should read the National Archives’ guidance for Merchant Navy & Merchant Navy personnel so you have a full understanding of what records exist and where they are; some are now online at findmypast.
Good Luck
