Change of gender can be supported in one of two ways. 1) Some software supports the ALIA tag, that can be used to create two different individuals with different information but linking them together. 2) not using the gender fact other than to use it as either "at birth value" or "current value" I prefer to use "at birth value", just like I prefer to use "at birth name" as the primary name. Some people like to use "married name" as the preferred name. I would also document the event by creating a fact called "gender change", then add a date, place etc of the event just like a birth. This would be the date that the change became legal. If you wanted to cronical other events in this individuals life similar custom events should be created.
Gender change is an emotional topic, no answer will make everyone happy. My solution is to try to take some of the emotion out of the subject and just enter data as best as we can.
